Coming from a P&S-only experience, I knew the 450 would be a very good upgrade. I just didn't expect it to offer such a great balance between ease of use and pro-like features. The flexibility it offers along with how easy it is for anyone to grab great pictures makes this an ideal entry-level DSLR but also a camera that has enough features to grow with you for a number of years.
It really is fun to shoot with, which doubles the pleasure!
Highly recommended for anyone starting out, and beyond.

I have owned 10D/20D/30D and Xti
The new Xsi is definitely an upgrade in terms of image quality on the 1.6 Crop sensor. It is far better for telephoto shots as the resolution improvement over the old. It is able to out resolve the 40D as well.
Contrstruction is all plastic but very solid feeling. The camera feels better balance than the old Xti. This body is really designed for light weight and compact. Great for travellers and hikers.
Just because 40D has metal frame, it doesn't make it a better construction. That's really a false statement as apple to orange comparison. I use 300 2.8 lens on the Xti and Xsi. No issues.
Features are great, you can see all the settings from back of the camera instread of top LCD like the 40D. Great for setting the camera and tripod for macro shots and landscape. The new light optimization works great. It prevents you from taking a poor expose shot. The light metering is very good. Not as sensitive as the 1DMKIII but properly exposed in every shot. The noise reduction in the camera works very well. The AF is fast as very accurate. It is as good as 40D. Those who claims 40D has better AF is wrong. The Xsi is just as good. It is a simple AF system that works well. 3fps is good enough. 6fps is nice but not very useful. If I really want to shoot sports then I would use my 1DMKIII.
Image quality is very good. Not just resolution, the standard JPG files is better than 40D and 1DMKIII and 5D. It is a bit sharp as you can turn down one level of contrast from the standard setting. I am a raw shooter due to the fact that I don't really like the straight JPG from camera. The Xsi really improves in JPG quality. Much more useable than the older software on older body.
Ease of use as always. Push button is just as fast as the dial. Those who claims the 40D is better with dial are dreaming. No joystick? No problem. the arrow keys move just as fast. The preview zoom button is as fast as the 1DMKIII.
Some say this kit is expensive? No way. 40D with 28-135 IS kit is far more expensive. It was $600 more than the Xsi with 18-55mm IS. The 18-55mm IS definitely has better image quality than the 10 years old 28-135mm IS design.
