Why would the high-end FS-10 be missing image stabilization?

The general trend in the "S" and "FS" (slim) variants of the Casio line will in general always have fewer features than the Z or H
This is not about marketing deviousness.
The Casio goal of the "S" lines is thinness, actually, the relentless pursuit of thinness. Something has to give in that pursuit because of the constraints of physical size versus whatever the current chip and mechanical technologies can accomplish in a small place. The thing that gives is photographic features and sometimes optics depending on price point
Of course, that explanation doesn't solve your current disappointment about not having thin + top features. But history seems to show that Casio is the company that works the hardest on that goal. They might meet your lust list in the future.
